In 2013, the membership voted overwhelmingly to modify the bylaws to allow a faster decision, shortening the period for voting on ballot issues from 70 days to 35 days. The basic rationale was that the voting period which prevailed during post office mail conditions does not need to apply in an overwhelmingly electronic environment.
The timing stipulation was set in 1987 when all ballots were delivered to the membership and returned to the association by land mail. The ASIS&T Board of Directors believes that the 60-70 day window for voting for amendment of the Constitution is an anachronism and unnecessarily delays making and implementing changes when needed. Currently only 10 members participate in elections by land mail; they are all domestic members so land mail with a shortened time frame is still adequate.
The ASIS&T Board would now like to similarly update the stipulation in the constitution for amending the ASIS&T constitution. Below is the article in question, in its entirety, with changes indicated with “strikeout” for deletions and “bold” for additions. The motion passed the Board unanimously.
Article III. Amendment
This Constitution may be amended by a vote of three quarters of the Members of the Society voting on the proposal of change. Such proposal may be by petition of a minimum of 35 Members, filed with the Executive Director, or by proposal of the Board of Directors. Such proposal shall be voted upon within 100 days of the date of the petition or of the proposal of the Board. The Executive Director will prepare and send a copy of the proposed amendment, together with ballot information, to each Member, setting forth a date which shall be not less than 30
60 nor more than 35 70 days from the sending of the ballot, by which latter date all ballots which are to be counted must be received. If approved, the amendment shall be effective as of the date of the next regularly scheduled meeting of the board of directors.
