Identification Method on Low Quality Patents and Application in China

Patent is a key indicator to evaluate explicit knowledge. The number of patents grows rapidly over the world in recent years while massive low quality patents are explosively springing up. This leads to the emergence of patent foam. It is an urgent task to construct effective method to screen out low quality patents. Based on the analysis of patent quality and patent maintenance, an identification method and index for low quality patents is proposed. Taking patents in China as research sample, the method is employed to identify and analyze low quality patents. By data mining, the result shows that there are large numbers of low quality patents in telecommunication. The index can not only identify low quality patents, but also be used for evaluating patent quality.
