Summary
This short paper reports preliminary findings from a design requirement survey on community-oriented emergency communication. After reviewing related work and our community response grid (CRG) idea, the paper describes the survey methodology, initial findings from the survey, and potentials and barriers of adopting short-message-service (SMS) in emergency communication. This paper concludes that a CRG will need to be designed as an online/offline hybrid system supporting various means of communication in the community's social networks.
