MESSAGE FROM THE CHAIR:
Barbara Davis

In this, my first message to you as Chair of the Southern Ohio Chapter of
ASIST, I am reminded of the diversity of information professionals within
our organization. Look in the ASIST Handbook and Directory, for example,
and
you will find members who are educators, students, consultants,
researchers,
writers, engineers or programmers and librarians who work in areas such as
information systems and architecture, artificial intelligence, digital
libraries and knowledge management for almost every kind of organization.
We are members of ASIST because it provides a forum for a wide variety of
theories, techniques and technologies, and the approach is both scholarly
and practical.  An ASIST membership provides an opportunity to exchange
ideas and to keep informed about our rapidly changing field.  This
organization underscores the science in information science, thereby
providing us with both knowledge and credibility.  

ASIST can be viewed as a "one size fits all" organization, but I need you
to
tell me how it can benefit you.  What topics would you like to learn about
in programs or workshops? What speakers would you like to hear?  Let me
know
your positive or negative comments about SOASIST, but I need you to
communicate with me.  This is your organization and SOASIST needs you to
participate and to become involved.

Event Report:

Roger Wilson on "NIP - Taking a Byte Out of Cyber Crime"

On September 21, Roger Wilson of the FBI's counterterrorism and
counterintelligence unit spoke on "Hackers and Info-terrorism" at a joint
dinner meeting of ASIST, American Society for Quality, ACM, AITP, IEEE,
Dayton Advocates for Computing Women, Institute of Industrial Engineers,
and
Dayton Microcomputer Associates.   Based in Cincinnati, Wilson supervises
the National Infrastructure Protection and Computer Intrusion Program
(NIPC, pronounced "Nipsy).  He invited the audience to join InfraGard, a
NIPC outreach program developed in 1996 to encourage organizations to
report
intrusions into their computer systems.

Wilson opened with a video reenactment of threats to government computer
systems around the time of the Gulf War, the assembly of the NIPC force,
and
the quick track down of the suspected info-terrorists through several
ISPs,
an electronic gateway in the United Emirates and a hijacked site in Texas.
Attacks were chiefly against Sun systems and exploited a weakness of the
UNIX backdoor-hence the operation's name, "Solaris Sunrise."   Other
operations have followed to address intrusion in Department of Defense
computers; NIPC has obtained authorization to enter Internet transactions,
get warrants, and seize computers as evidence.

Over the last five years, disgruntled employees have been the most likely
culprits, followed by hackers.   However, Wilson said,  "information
warfare" is real: hackers can be anywhere and all are vulnerable, no less
because most incidents to date have been "purely recreational." Wilson
described the potential for industrial espionage, organized crime, and
"Hack-tivists" creating cyber- slowdowns in support of causes- "electronic
civil disobedience."    FBI scenarios include concerted attacks against
computers controlling crucial infrastructure such as water supply, energy,
and government and emergency services.

The private sector can help NIPC, Wilson said, by observing, reporting and
responding to intrusions.  The InfraGard program gives participants access
to secure reporting sites, chats, news and research.   The FBI has the
resources to keep perpetual watch, trace threats, disseminate warnings,
coordinate investigations, enforce the law, even call in the military.
Wilson distributed information packets to interested people and urged
private/public alliance for an effective response to computer intrusion.

Event Report:

Professor Marcia Bates on "The Biological & Social Consequences of
Information Seeking"

On October 13, 2000, at  the University of Kentucky, King Library, Peal
Gallery,  the University of Kentucky School of Library and Information
Science, UKASIST, & SOASIST presented Dr. Marcia J Bates, UCLA Professor,
Graduate School of Education and Information Studies in the Lazarow
Lecture
Series.

First off, Dr. Bates warned the audience of 42 SOASIST members and UK
students/faculty that her presentation was exploratory, speculative, and
tentative as compared to conventional thinking.  She proposed that
information-seeking behavior be explored from a social sciences
standpoint,
and that psychologists, anthropologists, and biologists might see
information seeking differently than information scientists.  She
suggested
that information studies/sciences needed to understand the new research
being done outside our field.

A biologist, Dr. Bates explained, is concerned with adaptability and
survivability.  For example, Darwin's theory of mutations' occurring over
a
period of time.  She further explained about selective pressure on
pre-existing species, of facing competition, of unpredictability, and of
interactions between beings and the environment.  Enormous changes in
environmental conditions bring forth drastic ecological changes in
species.
Species become extinct or learn to adapt.  Adaptability ensures long-term
survival.

Dr. Bates put forth that modern communication and language actually began
tens of thousands of years ago, as part of mans' adapting to the
environment.  For example, exchanging information about areas frequented
by
predators or promoting behaviors to adopt to survive rapid climate
changes.
Communication, language, story-telling, cultural sharing, mediation, etc.
evolved into information-seeking behavior.

Dr. Bates argues that the Information Age did not begin in the 1900s but
began with homo sapiens desiring to learn new things, then sharing them
with
others.  Information Studies needs to understand the deeper motivations of
info-seeking behavior.  Social Science research can provide this
information.

October 13, 2000

1. Chair's Opening Remarks (Jim Cretsos)
Jim Cretsos applauded the fantastic growth and accomplishments within the
chapter during the past year.

2. Approval of Minutes of June 14th, 2000 (Jim Cretsos for Angela Myatt)
The minutes were approved unanimously.

3. Committee Reports

3.1 Archives (Yvonne Davis)
Yvonne provided an update on the University of Cincinnati's project to
place
the SOASIST archive materials on its website as scanned documents.
Descriptions for the materials are currently being loaded.  Contact Yvonne
with any questions or comments.
        
3.2 Awards (Glen Horton)
Glen announced that most committee activities are completed today with the
presentation of awards.  The chapter applauded Patricia Carter for winning
the ASIST Chapter Member-of-the-Year Award.  Jim Cretsos acknowledged Ted
Morris, Glen Horton, and Alison Armstrong for writing letters in support
of
Patricia Carter's nomination for the ASIST Chapter Member-of-the-Year
Award.


3.3 Chapter Assembly (Yvonne Davis and John Tebo)
3.3.1 Chapter Assembly Activities
Yvonne and John are waiting to hear back from the ASIST Chapter Assembly
Director or the Chapter Advisor before any further actions can be taken.

3.3.2 Election of new ASIST Chapter Assembly Director
The Board instructed the SOASIST representatives to the Chapter Assembly
to
cast the Chapter vote for Doug Kaylor as ASIST Chapter Assembly Director.
Jim Cretsos requested the Board  express its sense by acclamation, and the
Board concurred.


3.4 Finances (Megan Fitzpatrick)
3.4.1 Treasurer's Report (Megan Fitzpatrick)
Megan handed out copies of the SOASIST Quarterly Treasurer's Report and
Annual Report.  The net gain for the quarter is $386.23, and the net gain
for the year is $1,399.67.  Ted Morris asked about the ASIST bounced check
fee.  Megan Fitzpatrick explained that the ASIST rebate check that was
sent
to us in July was returned due to insufficient funds on the part of ASIST.
Evidently, ASIST's main checking account was closed due to counterfeit
checks.  ASIST's bank was given a list of outstanding checks, which should
be honored, but ours slipped through.  The $15 fee will be refunded to us
by
ASIST in the Chapter's next rebate check.

3.4.2 Indiana Chapter Check
At John Tebo's suggestion, the Board endorsed Jim Cretsos' recommendation
to
inform the Indiana Chapter that the $39 check written to their chapter is
no
longer valid because it was not cashed within a year of issue.

3.5 Listserv (Jim Cretsos)
Jim passed out a protocol for the SOASIST-L listserv, which is being run
through IUPUI.   It was noted that no vendors have been allowed to join
the
list because of the possibility of sending spam.  After concerns were
raised
about listserv security, Ted Morris pointed out that you must be a
co-owner
to manage the list (subscribe, unsubscribe members, get subscriber list).
The co-owners of the list are Elna Saxton, Megan FitzPatrick, Jim Cretsos,
and Julie Fore of IUPUI (silent co-owner).  Jim Cretsos suggested that
SOASIST appoint new SOASIST-L co-owners.        

3.6 MEMALERT (Jim Cretsos)
Jim discussed the difficulties in getting SOASIST members to participate
in
the MEMALERT project.  MEMALERT was considered to be of value by the
chairs
of ASIST chapters and SIGs (except two) who received the weekly new-member
reports, and Jim is now seeking other sponsors.  Kitty McClanahan brought
up
the alternative of electronically scanning the member directory and
placing
it on the Web or diskette.  Jim Cretsos noted that ASIST has considered
making its membership directory available online, but chose to continue
publishing it in print. 

3.7 Membership (Jim Cretsos for Jill Sellers)
Jim acknowledged Kitty McClanahan for her assistance with the chartering
the
ASIST Student Chapter at the University of Kentucky.  It was noted that
SOASIST membership had increased by 116% in the past year, more than any
other ASIST chapter.  Jim also noted that ASIST Headquarters had praised
SOASIST for the chapter's recruitment of 59 new student members at the
University of Kentucky.  Discussion followed on methods for recruiting new
regular members.

3.8 Membership Records (Jim Cretsos)
Jim passed out two chapter membership reports, Name-Address and
Name-Email-Membership-Status.  Jim described the Access database currently
used for the membership, and asked Barbara Davis to request ASIST
Headquarters to send her a new chapter roster after the annual meeting. 

3.9 Newsletter (Elna Saxton)
Leslie Denton of LEXIS-NEXIS will be the new editor.  Elna Saxton noted
there have been 4 issues published this year and 8 for the last two years.
Both print and electronic archives are maintained.  Glen Horton's "SOASIS
...on the move" tattoo, featured in the September issue of the Chapter
newsletter, will be noted in the upcoming issue of the ASIST Bulletin. 

3.10 OCLIS Report (Glen Horton)
New OCLIS Chair is Anne Abate.  The next meeting will be November 14th at
OhioNET in Columbus.  Another meeting is scheduled for February.  Let Glen
know if you are interested in attending the November meeting.

3.11 Programs & Workshops (Patricia Carter)
Patricia announced that the SOASIST website is current with all program
information so far.  The next program will be Nov. 30th at LEXIS-NEXIS,
with
Sandy Colby on the "OCLC Digital Library and Dublin Core".  The
I-ASIST/SOASIST joint meeting will be in January or April, and Patricia
Carter will ask Indiana University Professor Debora Shaw to be the
presenter.  Details on other programs are forthcoming.  Jim Cretsos
thanked
Patricia on behalf of the Chapter for her work on the August "Leadership
Workshop".      

3.12 Student Chapters - OhioLEARN (Jim Cretsos for Alison Armstrong)
Jim announced that Alison Armstrong would no longer be able to serve in
the
position of Faculty Advisor to the Student Chapter at OhioLEARN.
Discussion
followed on possible candidates to advise ASIST's sole "virtual" student
chapter.

3.13 Student Chapters - UKASIST (Kitty McClanahan)
Kitty discussed her goals for the coming year with UKASIST.  Major issues
addressed were keeping student members involved after graduation,
recruiting
new officers, conducting student chapter elections online, and increasing
accessibility to programs and "bringing our message to them."  Discussion
followed on increasing access to programs through the Internet.  The
UKASIST
chapter will need a new student chapter chair when Kitty completes her
studies December 2001.  

3.14 Think Group (Barbara Davis)
Barbara stated that the group met once during the past year, and had been
very productive.  The Think Group suggested a workshop on leadership and
developed a list of SOASIST members who could serve as Chapter officers
for
the coming year.

3.15 Web Site (Glen Horton)
Glen reported several enhancements to the website, including update dates
and times on every page, and page restructuring for easier site
maintenance.
Suggestions were given for additional links to job sites and other
chapters.



4. Old Business

4.1 Chapter Chair (Jim Cretsos)
Jim stated that all past business was resolved in the committee reports.

4.2 Other (Members of the Board)

5. New Business

5.1 Transfer of Financial Records and Signatories
Transferals occurred between new and old Board members.
        
5.2 New Business - SOASIST's tangible assets (Patricia Carter and Jim
Cretsos)
Tangible assets are SOASIST mugs and ASIST logos and pins Patricia has
ideas
for selling the mugs, and discussion followed after which a selling price
of
$10 was agreed upon.  Because of the recent societal name change to ASIST,
ASIS pins from  the Chapter's current supply and those obtained by Jim
Cretsos from ASIST Headquarters are to be presented as mementos to those
who
participated actively in SOASIST during the year.
 
5.3 New Business (All)
No new business.


6. Chair's Closing Remarks (Jim Cretsos) 

Jim distributed a handout with contact information for the 2001 ASIST
President and the Headquarters Staff.  He applauded the efforts of all
chapter members who participated actively during the year, and for their
work and dedication.  He also announced this will be his last active year
in
ASIST, though he will fulfill his duties as past chair by chairing the
SOASIST Nominations and Elections Committee for the coming year.
